தபால் துறை - கூரியர் பிரச்னை

தனியார் கூரியர் நிறுவனங்கள் ஒன்றுசேர்ந்து தங்களுக்கு அரசிடமிருந்து நேர இருக்கும் ஆபத்திலிருந்து எப்படித் தங்களைக் காப்பது என்று யோசித்துக்கொண்டிருக்கிறார்கள்.

தபால் துறை அமைச்சகம் Indian Post Office Act, 1898-ல் சில மாறுதல்களைச் செய்யத் திட்டமிட்டுள்ளது. அவை:

1. 500 கிராமுக்குக் கீழ் உள்ள கடிதங்கள்/பொதிகளை இந்திய தபால் துறை மட்டுமே ஓரிடத்திலிருந்து மற்றோர் இடத்துக்கு எடுத்துச் செல்ல முடியும். தனியார் கூரியர் நிறுவனங்களுக்கு அனுமதி கிடையாது.

2. தபால்/கூரியர் துறையைக் கண்காணிக்க ஒரு கண்காணிப்பாளர் (Regulator) பதவி ஏற்படுத்தப்படும்.

3. தொலைத்தொடர்புத் துறையில் நடப்பது போல Universal Service Obligation (USO) ஏற்படுத்தப்பட்டு அதன்மூலம் தபால் துறையின் நஷ்டங்கள் சரிக்கட்டப்படும்.

தனியார் கூரியர் நிறுவனங்கள் வந்துள்ளதால் தபால் துறை நஷ்டப்பட்டிருக்கிறது என்பது சரிதான். ஆனால் அதற்காக இப்படி அரசே தன் நாட்டு நிறுவனங்களை மிரட்டி, பகல் கொள்ளை அடிப்பது கோபத்தை வரவழைக்கிறது.

இந்த USO என்பதை தொலைத்தொடர்புத் துறையிலாவது ஓரளவுக்கு ஒப்புக்கொள்ளலாம். பி.எஸ்.என்.எல் உருவாக்கி வைத்திருந்த அடிப்படைக் கட்டுமானத்தைப் பயன்படுத்தி தனியார் நிறுவனங்கள் பணம் சம்பாதிக்க ஆரம்பித்தன. ஆரம்பத்தில் தனியார் நிறுவனங்களின் தொலைப்பேசித் தொடர்புகள் குறைவாகவும் பி.எஸ்.என்.எல்லின் கம்பிவழித் தொலைப்பேசிகள் எக்கச்சக்கமாகவும் இருந்தன. பி.எஸ்.என்.எல் தொலைப்பேசிகளை அழைப்பதன்மூலம்தான் தனியார் தொலைப்பேசி நிறுவனங்களுக்கு வருமானம் பெரிதும் வந்தது. ஆனால் இப்பொழுது நிலைமை மாறியுள்ளது. தனியார்கள் வழங்கும் தொலைப்பேசி இணைப்புகள் பி.எஸ்.என்.எல் இதுவரையில் கொடுத்திருந்த இணைப்புகளின் எண்ணிக்கையைத் தாண்டிவிட்டது. இன்னமும் இரண்டு வருடங்களில் USO முற்றிலுமாக நீக்கப்பட்டுவிடும்.

ஆனால் எந்த வகையில் போஸ்ட் ஆஃபீஸ் USO என்று ஒன்றை எதிர்பார்க்க முடியும்? ஒருவகையில் கூரியர் கம்பெனிகளின் வருமானத்தை 50%-80% அளவுக்கு ஒழிக்கப்பார்க்கிறார்கள். அதற்குமேல் ஒரு பிளாக்மெயில் தொகைவேறு எதிர்பார்க்கிறார்கள். ஜேப்படித் திருடர்கள்கூட இதைவிட நியாயமாக நடந்துகொள்வார்கள்.

இப்பொழுதைக்கு The Competition Commission of India - முந்தைய MRTP போர்டு - அரசின் இந்த நோக்கத்துக்கு ஓரளவுக்காவது முட்டுக்கட்டை போடும் என்று தெரிகிறது.
Expressing surprise that CCI had not been consulted on this move, the commission member Vinod Dhall said: "I don't know what stage the Bill has reached. We will make a request to the ministry concerned to have it (consultations) so that we can also study it from the point of view of competition and then offer our views."
ஆனால் இதையும் மீறி இந்த மசோதா நாடாளுமன்றத்துக்கு வந்தால் நம் அருமைமிகு உறுப்பினர்கள் கொறடா சொல்பேச்சைக் கேட்டு வெற்றிகரமாக வாக்கெடுப்பில் வாக்குகளைக் குத்தி இதைச் சட்டமாக்கிவிடுவார்கள்.

அதற்குப்பின் நீதிமன்றங்கள்தான் வழிகாட்டவேண்டும்.

  1. அரசுத்துறையை வலிமையாக்க அதன் சேவைத் திறனை ஊக்கமூட்டாமல் இப்படி தனியார் மடியில் கைவைப்பது உலகத்த்ஹர முன்னேற்றத்துக்கு வழிவகுக்காதது, சொல்லப்போனால் நம்மை பின்னோக்கித் தள்ளும் முயற்சியே இது.

  2. I use all forms of communications and I am very concerned with this and I am sure that this is a bad news for me...... bad in a sense not as you would imagine, but something else......

    In all my capacities, I can safely proclaim that the MOST COST EFFECTIVE MODE OF SENDING A LETTER OR A DOCUMENT was through the department of Posts, Govt of India. Period.

    Many of you would be cursing the postal department. If you are thinking that their service is poor, then you have not obviously used post office for the past couple of years (and was tired by their services in the latter half of last decade )

    I can very well tell you that for the last couple of years the postal department is very efficient. On an average

    1. My letter to Hyderabad or Delhi(with a five rupee stamp) reaches them on the second day from tuticorin or at the worst scenario, the third day. Even with courier (Except DTDC which delivers on the second day), Thoothukudi to hyderabad takes 2 days.

    2. Letters within the district reach the next day.

    Now this will come as a surprise to you, but this is THE REALITY.

    I will tell you why and how

    Way back in 1980, the postal department was efficient.
    Then in the 1990s, their efficiency dipped as the load was more. They had a lot of letters and documents and their speed was affected
    In the late 1990s, thanks to the "JOB CUT" (or ban on recruitment), they lost their staff and the performance dipped to a Very Low level. A letter from Chennai took 5 days (or even more) to reach Thoothukudi
    And at this time, the courier services blossomed. Banks, Publishers, Shipping Companies and all other private concerns, started sending their letters through couriers.

    And at this time, the postal department went a step further. They raised all costs. Remember that a book post that cost 50 paise was raised to Rs 4 within a short period of time.

    And the same time, around 1996 to 1997, we were able to get a telephone after 1 month of booking. After 15th Aug 1998, STD rates started dropping. With phones at household and cheaper STD rates, there were no need of any letters to the near and dear . The very statement we used to tell some one while "giving them a send off" at the railway station or busstand was "Send a letter after reaching (ooruku poi kaduthasi podu)" It gradually changed into "Call me after reaching home" (Of course it has further changed to "send a SMS" and now the lastest fashion is "give a missed call") I have written in my post http://doctorbruno.blogspot.com/2006/01/cell-phones-mobile-phones-in-college.html about how we used to send letters to parents during our "first anatomy" days and how that was changed into calling by mobile at our intern period.

    In short during the period from 1995 to 1998 (middle of the last decade), regular official communication were diverted to courier and during the last few years of the decade, "INLAND" letters were replaced by the telephone.

    So what happened........ The LOAD for the postal department became lighter. In the early years of this decade (for examply in 2001 to 2003) the city post offices in cities handled less than 10 % of the "traffic" they handled in 1993. At this time, their staff strength was nevertheless reduced by 50 %. However, post offices are still being widely used in the villages where there are no other ways

    Yet their efficiency was increased, because they had nothing to deliver except lawyer notices, memos from banks for defaulters, notices from co-operative societies and chit funds, marriage invitation send to distant relatives and distant friends.

    It is for this reason why a letter I send on Monday to a publisher in Hyderabad or Delhi reaches him on Wednesday.

    So Why am I worried....... With the new govt initiative, they are going to increase the NUMBER OF LETTERS. I am 100 percent sure that they are not going to increase the staff strength or other infrastructure. No new vans will be bought. No new counters at the post office. In short, my letter sent on Monday is going to reach Hyderabad on Saturday. And if I am able to register a letter in 10 minutes, that is going to increase to 20 minutes
