இட ஒதுக்கீட்டுக்கான முதலீடு ரூ. 10,000 கோடி

பிசினஸ் ஸ்டாண்டர்ட், இட ஒதுக்கீட்டுக்கு ஆகும் செலவு ரூ. 10,000 கோடி என்று காட்டுகிறது. "செலவு" என்பதைவிட "முதலீடு" என்று சொல்லியிருக்க வேண்டும்.

இங்கும்கூட non-recurring - ஒருமுறை மட்டுமே செய்யவேண்டிய செலவாகக் காண்பிக்கப்படுவது ரூ. 7,800 கோடி. வருடா வருடம் அதிகமாகச் செய்யவேண்டிய முதலீடு ரூ. 2,200 கோடி. இந்த முதலீட்டால் அனைத்து மத்திய அரசின் கீழுள்ள உயர் கல்வி நிலையங்களிலும் 54% அதிக இடங்களை ஏற்படுத்தலாமாம்.

பல உயர் கல்வி நிலையங்கள் அதிக இடங்களை உருவாக்கத் தயாராக உள்ளன. அதே நேரம் மேலும் சில தங்களால் அவ்வளவு எளிதாகப் புதிய இடங்களை உருவாக்க முடியாது என்கின்றனர். அடுத்த ஒரு வருடத்தில் இதை எப்படிச் சரிக்கட்டுவது என்று திட்டங்களை உருவாக்க வேண்டும்.

பொதுப்போட்டிக்கான இடங்கள் குறையப்போவதில்லை. அதிகமாக்கப்படும் இடங்கள் SC/ST பிரிவினருக்கும் OBC பிரிவினருக்கும் போகும்.

இனியாவது போராடும் மாணவர்கள் தங்கள் போராட்டத்தைக் கைவிடலாம். இன்னமும் ஒரு கேள்வி பாக்கியிருக்கிறது. அது creamy layer தொடர்பானது. நான் முன்னமே சொன்னதுபோல இதற்கென சரியான வரையரை இல்லாவிட்டால் அதனால் பாதிக்கப்படப்போவது பிற்படுத்தப்பட்டோர்தான். எனவே இது தொடர்பான விவாதங்களும் அவசியம்.

    தமிழக அரசின் மத அடிப்படை ஒதுக்கீடு முறை பற்றி உருப்படியான விவாதங்களைக் காணவில்லை. ஏதேனும் ஒரு தளத்தில் இது விவாதிக்கப் பட்டுள்ளதா?

    It might be politically correct thing to say this as a investment and not expenditure

    But how is the government planning to mob up resources.There is no road map or concrete plan of action

    If the intention of the government was sincere they would have thoroughly done their homework

    This was the same Congress/Communist gagup that viruelntly opposed NDA 's government attempt to increase the number of IIM'S/AIIM'S so that many more get opportunities

    You have opposed Creamy layer exclusion and AFFIRMATIVE ACTION as possible alternative to blanket reservation saying that there is no concrete , menaingful proposals in this direction

    By similar token where is NO roadmap or time bound plan for building the infrastructure to meet the increased seats.Only thing i heard is typical Chidambaram bravado bordering on arrogance that funds will be mobilised.More Tax?

    i am really ashamed by statements many of them are making equating caste and merit.This is clearly betrays a sick mentality


    Howver we also need to appreciate that many of these youngsters have genuine apprehensions and anxities about their future .They may articulating their opposition in crude and disgusting manner.But that does not mean some of their concerns are genuine.The Government needs to address them.

    In this debate it seems there is no space for middle-of the road voices

    Even calibrated and wholistic approach(like increasing 9% every year for the next three years/eliminating creamy layer OBC by a excellent methodology suggested by Yogendra Yadav/)are not considered.Someone advocating is dismissed as upper-caste elitist

    expansion and investment even earlier as there is huge demand and need.is this country is for OBCS only.appeasing OBCS,appeasing
    minorities, invoking caste and religion to get votes.such govts deserve to be thrown out by any means.

  4. Prasanna: The decision on creating more seats came up because of the striking students. Thus, the decision is only few days old.

    The earlier idea was to merely provide for reservation in the existing number of seats.

    Now that the Government has decided to increase the seats, it has also calculated that it will cost another Rs. 10,000 crores. Now they have to arrive at how to mobilise these resources.

    To me, this money is worth well spent as it creates more highly educated work force. No doubt, the task is difficult. But then I am sure it can be handled.

    Now, where can the money come from? The Government can raise debt via special education bond for the first Rs. 7,500 crores. Thereafter, for the annual Rs. 2,200 crores, they can incorporate that in their regular budget since an 8% GDP growth results in increased annual revenue for the government comfortably.

    I am not against creamy layer implementation. In fact I ended my post by stating that this is one area worth immediately discussing.

    I would like to write a separate post on forward castes who feel they have been badly dealt with. I would like to address some of their concerns in that post.

  5. I am not in favour of separate reservation for Muslim and Christian minorities. If the government believes that Muslims and Christians need special support, they can do so by appropriately classifying and notifying them as part of SC/ST, BC, MBC etc.
